Recognizing the developmental opportunities offered by digital technologies, the need for developing countries and developed countries to collaborate to exploit such opportunities, the first World Information Technology Forum (WITFOR) was organized by the International Federation For Information Processing (IFIP) under the auspices of UNESCO. The Government of Lithuania hosted the forum in Vilnius, 27-29 August 2003. Over 800 participants from 68 countries attended the Forum.
WITFOR focuses on the formation of the ICT-enabled development agenda and aims at assisting developing nations to implement sustainable strategies for the application of ICT by organizing state-of-the-art conferences on global trends in ICTs and relevant policy issues concerning developing countries. Also it aims at initiating projects in different areas of the ICT spectrum.
The aim of WITFOR is to examine different initiatives on effective, context sensitive development and use of ICT applications, access to quality relevant information, and the development of "fair use principles" in the Internet Age
